Saying "to solve a need" implies that you are confident that you will fix whatever is causing problems, but it also implies that the need is a problem (it may not be), and it may also come off as being very presumptuous. "To answer a need" is more fitting b ecause it does not make a judgment call about the need (you don't imply that it is a problem) and because it implies more intention to work with a human being on his or her level.
