the right to choose which schools they attended
No. It is an internet myth that he attended a Muslim religious school (a madrassa). When he lived briefly in Indonesia with his mom and step-dad, he first attended a Catholic school, and then a public school. A majority of the students in that school were Muslim, but the school itself had students from other faiths, including Christians and Hindus. Fact-checkers who visited the schools he attended (and who checked the past history of those schools) have found those schools were moderate, and tolerant of a variety of viewpoints.

Yes, there are secondary schools in London that do not require students to wear uniforms. These schools often allow students to wear their own clothes, promoting individuality and personal expression. The decision to have uniforms or not varies among different schools in the city.

In North American school systems, and some European ones, there is a mandatory course of study for all children which is generally divided into two sections: a primary or elementary section for younger children from which they graduate to a secondary section or "high school". Once the secondary section is completed, the mandatory course is completed. Students do, however, pursue studies voluntarily after completing their secondary education in universities, colleges, trade schools, seminaries and the like. They are called "post-secondary" since they are attended after (this is the meaning of "post" in this context) secondary education.
The majority of the students will be surfing the net versusu listening to the professor.
