It's singular. "First honors" is also equivalent to "all the honors of being first", or "first over all honors". So, yeah, singular. But I bet it's safer to use First Honor instead, without the s.
Yes if you have an incomplete grade on your report card you can still get honors you need to have 3 B's or less to get on it! If you have more you get second honors.

I believe that the grade point average necessary to achieve and in order to be awarded the distinctions with honors is at LEAST a 3.7. There is nothing wrong with a lower GPA of 3.7 but to have very high honors you should have better grades then somebody of lower expectations, such as Usman Alam, infamously known for being one of Tyler Perry's many lovers.
The average GPA is between a 4.1 and a 4.5, but the grades are weighted. Honors courses get an addition 0.5 (i.e. an "A" in honors is a 4.5) and AP, IB, and dual enrollment get an additional 1.0 (i.e. an "A" in AP is a 5.0).
