Your going to have to check with PENNSYLVANIA's office's & departments. Normally, anything military is federal (US Government). Even though the Penn Army National Guard/Air Guard is state, it is still funded by the feds, and they wear federal uniforms, and use federal equipment and weapons. And if you'll notice, the Penn Army National Guard doesn't say Pennsylvania on their uniforms...they say US ARMY. Same with their equipment, they have the words US Army painted on all of their vehicles. There very well could be two departments: Federal, with a Penn office to handle Penn veterans; and a Penn State Military Department to handle strictly PA Guard veterans. Laws, customs, and languages (dialect) are different in nearly every state. Sometimes US citizens forget those things...every state has a different flag; we are separate countries...living together (united).
