The only West Point graduates that are referred to as the "Goat" are the ones that finish last in the class. It is in reference to the Naval Academies mascot, meaning if you finish last at West Point you're more suited to be in the Navy.

A Naval Academy grad would call a West Point grad the same thing any officer would call another. They would call each other "Mr. (last name)" and if appropriate would use "Sir" as a sign of respect.
