As a student i feel that the critical element in maintaining attention in a classroom or lecture is to make the material interesting and enjoyable. If the students are having a good time learning rather than being bored to tears then we are much more likely to concentrate on the task at hand.
My 20 years of experience as a teacher has taught me many things. One of the most important things has been how to control behavior in a classroom. First of all, unless intentional and malicious, I do not see bad behavior as the problem. I am more inclined to look at it as a lack of leadership. What I try and do in my classrooms is direct the energy and focus of events so that I am always ahead of the students. That way they have to keep their attention on me in order to know where the class is going. The best way to explain this is that I have to keep the energy level up with a lot of entertainment or they get bored. It is only at those times of boredom that they 'mis-behave.' SO I see classroom behavior as a reflection of the skills of the teacher and how well they can steer their attention into being productive rather than destructive.
Either sit down with him or your sister and have a serious talk about his behavior and see if you can work on accomplishing and controlling his behavior.
