What that somebody (probably a high school English teacher) is getting at is that sometimes things happen because of choices made by people, and these choices reflect their personality. For example, an opportunity presents itself to get a large amount of money in a way which is illegal and subject to severe prosecution. Will the character in the story do it? Well, is he greedy? Then maybe he will. Is he a coward? Then more likely he won't. Does he respect authority? Then no. Or not? Then yes. Is he likely to act spontaneously? Then yes. Or does he work to a preconceived plan? Then not. Is he more driven by the possibility of success? Then yes. Or the fear of failure? Then no. If the character chooses to take the opportunity, this act will set the story in motion, but it has happened because of the kind of person he is. So all you have to do is link the character traits which your teacher has been nice enough to list for you and see how they influence the character's decisions to do the things which push forward the plot.
You judge a character in a story by their traits. That's how you define a person as a villain, or a good person in a book.
