I would not recommend it. It is more respectful to the family of the deceased to give a donation to their faith community as opposed to the sender's. Additionally, the Mass card results in the name of the deceased being mentioned in a religious service that is not part of their custom or beliefs. Would a Catholic want their deceased loved one's name to be a part of a non-Catholic service? Probably not.
At this point in time, I would say that it should mean that the students are getting educated and learning the Catholic faith, and how to be a good citizen and a Christian. I am not always sure that is so in some of our Catholic schools, so one would have to investigate the particular school and find out what kind of graduates are coming out of it.
