A fraternity works through a hierarchical system. At the top is the grand chapter, who oversees all of the chapters. The next step down is the chapter, which is the fraternities representation on an individual campus. For example, the fraternity as a whole is Zeta Psi, but the chapter at American University is Delta Chi. Basically, it makes it easier for brothers to differentiate which school you go to/graduated from.
In most states, a fraternity has to be registered with the state in which it has a chapter. There are forms available at county courthouses in most states.

Tau Kappa Epsilon does have a Sigma chapter. we just refer it as Scorpion chapter that is located in Cornell University.The Scorpion TKE story began in the year 1907 when Kappa Psi Fraternity was founded. The fraternity flourished for many years and on May 24th, 1923 affiliatated with Tau Kappa Epsilon as the Sigma Chapter. During the same time in history, Scorpion Fraternity was founded in 1914 by Walter G. Seeley. In the chaotic years that was the great depression, Sigma Chapter of TKE disbanded. In 1940, TKE returned to Cornell in the form of Scorpion TKE, a merger of Scorpion Fraternity and Sigma Chapter of TKE. Finally, in 1941, Sigma Phi Sigma Fraternity also merged with Scorpion TKE.
