Undeveloped means that the character isn't fully fleshed out on the page. He or she doesn't have all of the characteristics that a real person would have, but is just sketched in. An undevelopd character may come across as flat and boring and either unexplored or not worth exploring. An undeveloped plot could be a story or event that is either moving too slowly or never moving at all and just stagnates and dies at the end. To avoid undeveloped plots or characters you can add extra details that personalize or increase the interest of the story.
