It's not banned; there is a J&K RTI Act 2009 which covers J&K State Gov't but its Information Commission is headless. Central bodies in J&K are covered under Central RTI Act 2005. But Central RTI does not apply to the State Government of J&K, unlike all the other states which are covered.
