So "gifted", or students who achieve above their peers, are also are able to access services via special education.

Special education does not simply mean a student is in a "special" class, for part or the whole day but means that he/she is utilizing some Special Education Services. Some examples of services are: alternate curriculum, extended time on tests, having tests read to a student, taking college courses in lower grades, being advanced in a grade.
