Literally, "with love" would be "le gaol", or "le gradh". "Love to you" is a figure of speech that may not translate. "with love" is really a fragment; shorthand for, perhaps, "I send this letter, with my love, to both of you". That would probably translate something like:

"Cuir mi an litir seo, le mo ghràdh, leis a dhithis sibh." There are a number of other possible ways to phrase this, but I cannot guarantee any of them will not sound crude to a native speaker.

Signing off a letter in Gaelic, however, you are better following Gaelic practice and writing "a charaid", or "a bhana-charaid".
