Flat can mean a hundred things for the love of God. As for 'adjective sense', meaning 'even, level, smooth' you can use 平らな /tai ra na/ and 平たい /hi ra tai/. If you mean 'apartment'you can use アパート /a paa to/. For a 'flat tire' you can use パンク /pan ku/.
