What is the difference between and Bogw and a Bogw-temporary fee waiver?

I just found out I am having this BOGW-T on my financial account. This will hold your classes but will not give you your refund. I don't know why I have the BOGW-T when I always had a BOGW in the past. I think it's due to going less than full time, W's etc, who knows...maybe the economy?
