basically it is introductory paragraph of the letter. and is very important as it conveys the purpose of writing the letter.

it is very important to note that when writing to the customer, it is better to support his point of view in this section.

more over when saying "NO" for any question..... you can use this paragraph but remember you should be extremely polite while doing so.

the best explanation of a buffer paragraph can be;
