Mikoto as a Japanese male name basically means "words of a ruler". As a female name I assume it means the same, it's just not out there. I checked about a dozen sites looking for this myself so I'm 99.9% certain about my answer. Happy new year.

The two kanji in order mean (瓊) : 'Jewel, magnificent jewel' and (杵) : 'muller, pestle, pounder'. If you mean ninigi no mikoto, that 'mikoto at the end only means 'Lord, His highness' referred to gods.
