No, unfortunately "Fat Camps" do not have a high success rate. They have worked for some very disciplined kids, but usually parents send their kids to be "fixed" at camp and then do not make the necessary changes at home. When the kids come home they are not as successful without the continual support and discipline they received at camp.
I could find no data about homeschooled kids completing college. However, it does greatly reduce the rate of dropping out of high school, so by inference, it probably raises the college entrance rate, and thus the completion rate.

If you are in a NYC school so called "seat time" no longer exists. Students can miss 50% of their classes and the teacher will still be "encouraged" to pass that student. I do not think truancy officers exist any more. This BS is due to the fact that if NYC actually held the kids accountable for attendance as schools do in the suburbs do, their pass rate would be horrible. This is especially true in minority schools where the pass rate is always low. It is all a numbers game but does not help the kids who pass but are not in school and it angers kids who do come to school. I have taught in two NYC public a schools and have confirmed that this goes on across the city.
