I would say one of the worst places to teach would be Redwood City, CA. This is a small K-8 district. The administrators are part of an old boys network. Teachers are treated poorly. Students/parents can accuse staff of small or large indecretions and will be believed instantly. Teachers who object to false accusations are considered "guilty" by their sheer defense! The union is weak and worthless. Exceptional teachers go to neighboring districts on a regular basis. Student achievement and behavior is generally low but the students are empowered that they can "get" a teacher. Parents tend to be stressed or clueless as to what their children are doing. Pregnant middle schoolers are a yearly reality. One family moved recently after their daughter was touched at lunch by boys. As recently as a week ago, a neighbor called the school to report 8th graders simulating sex on the lawn during the lunch hour. There is rarely money for teachers even in good economic years.

A strong second place should go to Plainfield, IL. Once upon a time, I left a tenured position is a nice friendly school district. I was told the district was fiscally sound and a team atmosphere. Wow, the administrators couldn't be more wrong. At the layoff, I was told, "That's the gamble you took" when I protested being mislead. Clearly, teaching in Plainfield is gambling with your career. Good teachers flee the district on a regular basis. Currently, 3 really good teachers at my school are refugees from Plainfield Community School District 202. In my opinion, unemployment is a better option than teaching there.
