The people (parents, teachers, administrators) in the education system followed the KISS (keep it simple stupid) principle. Parents did not send their children to school, with baggy pants or short skirts. Shoes were shined , no sneakers. Teachers spent nearly all hours teaching, not filling out forms to satisfy the apparatchiks (russian word for lazy bureaucrats) on the local, state and federal level. In fact there was no federal level. The current Department of Education creates enough paper work to wipe out a million acres of woodlands per year. It has not created a higher level of education. Proof: many high-school graduates have to take remedial reading and writing courses when they enter college. Written tests were frequent and grading was not rigged to create a fictitious level of student performance to assure "funds" were received from the puppet masters at the federal level.
