Fuel pump is locked up. Replace it.
An electrical short to ground.

It turned out the coupling for the trailer lights was all corroded. It didn't work to just clean it, we had to entirely disconnect it. Works fine now.

An Electrical Short Cut somewhere would cause it to blow the fuse. A pinch wire would ground the system, and cause a shortcut.
A blow to the head would cause swelling.
The positive wire going to the EGR could be touching ground.
