Often, US universities will have exchange programs with universities in other parts of the world which allow for students to pay the same tuition they normally pay for university even if they study in Another Country. Check out your home university's Study Abroad programs and see what they offer. If you are looking to apply to a US university for the duration of getting your full degree, you will likely have to pay the same as out of state students do for each respective school. US Universities vary greatly in terms of tuition so you'll have to do some research about each school that interests you. Some cheaper options in general are CUNY (City University) and SUNY (State University) schools. Good luck!

I don't think there is a financial aid from US government for international student in US. I was an international student and I already sought many ways to obtain scholarship and grants. The money that comes from US government is impossible to be obtained if you are an international student. Of course with some exceptional universities such as Harvard or MIT (I heard some of international students got financial aid from US government, but I am not sure too). Just seek a scholarship from private institutions.

Don't know about regional, but hill university has accreditation. It is an online university and such universities are not bound to cater the needs of a specific geographic region I mean they usually have international students and students from many regions of the US.
