Absolutely not!!! They have little idea of what is really needed to obtain an appropriate education. If you gave them a choice they would neglect courses such as composition, math, laboratory science, humanities, social science, etc., in favor of just those courses particular to their major. That would not provide many of the basics needed for a well rounded education. I had a student ask me why he needed to take math, when his major is game design. If you know anything about game design, you would understand how ridiculous that question was. Thus, if you gave him the opportunity to choose just the courses he wanted, he would never succeed in his major. The programs are designed in a particular way for a reason. Students must understand that there is a purpose behind a curriculum layout.
