In many northern hemisphere countries schools closed during the months 2nd week July to first 2nd week of September because it was the hottest period of the year and one where most people take annual leave - 2 weeks at a time. This meant that the student counts were low each week and caused lesson planning to be hindered. Added to this is the fact that these months were traditionally high holiday season for large industries when they closed for a period of time so that the could have maximum staffing out side that period.
Southern Hemisphere have their summer over the Xmas period.
There has been a huge change in this thought process and many countries are adopting a "summer school" process.
