It depends entirely upon what type of college you wish to apply to. Many Universities do not look upon a ~3.0 as bad, per se.

If your grades continue to improve, think about setting yourself apart prom other students (via extra-curricular activities and so forth) as well as having some idea of where you want to go and why (does this school offer a department in a subject/major I am interested in? Are the faculty rankings high?) and set reasonable goals.

There are also many publications available that break down average GPA of matriculating students as well as a number of other factors weighed by the admissions boards.
