Well, I think that it is a shared responsibility, but I would say that the majority of the responsibility falls on the learner. No matter how good a teacher is, if the learner refuses to learn, there isn't much the teacher can do. Teachers can do a lot to make learning more interesting and fun, and I think that they should. The ideal teacher knows you well, and can cater a lesson to you individually... knows how to motivate you. .... of course, in real life you aren't going to get much of the ideal. In formal education, teachers and students are usually strangers who don't make much of an effort to get acquainted. Students (Learners) can do a lot as well. If the teacher is boring, you can ask questions, or join the discussion to make things more animated. You can study on your own, and apply lessons to everyday life. This helps you retain new knowledge. Students are also responsible for continuing to learn even when they aren't in a classroom. We can all learn things every day, if we are observant and if we seek knowledge. Ultimately, I think that teachers and students should *act* like the responsibility is 100% theirs. If both sides did that, a lot more learning would happen.
