You can reconnect the cable responsible for switching relays on/off in the main fuse box, but it takes some time and you must be experienced electrician to to it.
So the relays instead being fed from bsi can be fed from the ignition switch or any other terminal where tension comes on together with turning the key in the ignition. For the cigarrette socket to be on even without the key you should reconnect it separately to the terminal for the accessory socket from bsi which is originally designed for.You need schematics of course to complete the mission.
Be aware that peugeots have very small batteries, especially when we are talking about diesel versions, and it's easy to discharge them to deeply.
