On Beetles from '49 through '74, that metal shroud in the very rear of the engine has a fan in it, driven by the generator, which of course is driven by the belt in the front of the engine. As the fan turns, it drives air through the ducts on either side, and cools the engine. It also pushes air through the heater boxes that heat the cab of the car.

tested blower,ok. then tested incoming voltage to blower and found to be zero. the final step was to replace the blower switch. To replace that switch, the middle part of the dashboard, including the radio had to be removed. The ac and heater come in one piece. It worked fine then. I think, there is a chance that the switch could be just cleaned up and it would work, again I think.

Hi I guess the fan/blower dose not work. well if not dose it work on any speed at all? common fault is with the fan regulator it bolts/screws to the side of the fan it-self, so the fan can cool it down as it gets so hot. Prob you fault good luck. ; 0)
I have an '89 Jetta and the blower motor is located behind the glove box. The motor can be accessed by removing the glove box.
blower motor won't work
If the blower motor randomly and intermittenly quits and does not work, chances are good the blower motor itself is faulty, if the blower motor does not work on all fan speeds from low through high, it most likely needs a blower motor resistor.
