The hill has to be low enough that the momentum of the car from the previous drop carries it up and over the hill. This is why the hills are usually lower toward the end of the ride: because the car has lost momentum due to friction and air resistance. In a perfect world with no friction or air resistance, the coaster could have as many hills as the designers wanted as long as none of them are higher than the highest point that the chain lift reaches. But in the real world, friction and air resistance slow the car down, so this is taken into account by the design engineers. Hope this helped
