You have a short in the wire to the heater or the heater is no good, easy way to check with a ohm meter is to pull wire off heater (at the heater) and do a ohms check from the wire to ground (metal part of car).
If it shows 0 or near 0 then you have a shorted wire if it shows open then its the heater that bad!
