There is a circut board that has a history of failing in these trucks. It is located up behind the glove box so you have to remove the panel below and it can be seen and easily removed and replaced. This board controls the fan speeds and this is why it does not work on some of the settings.
Do you mean the electric fan ? If so, it will turn on with the a/c, on demand. It will also start up if the engine temp. gets a little high. In the mean time, the clutch fan will do the work. When the electric fan starts up, since it is so strong, it will cool the clutch fan, and the clutch fan will work in a minimal stage. There is a sensor for the electric fan in the engine. Just follow the wire. It would be good to have it replaced.
I found the display on my brothers Buick not working. i disassembled the control panel. inside there are three resistors that had bad solder joints on them and had started to burn the circuit board. i cleaned them up and soldered them. display came back on and the fan controls now work.

You have to be more specific. Which fan? Blower motor for the heat/ac.......clutch fan for cooling.......electric fan for cooling.....? Wish I could help, if you can add more info, just send it to me on my board.
I would install a 60 amp sub-panel and use AWG #3 copper.

You will have to change the coolant temperature sender that's directly by the firewall. There are two coolant temp senders - the other one, by the water pump, controls the electric fan. You will also have to change the oil pressure sending unit. I'd highly recommend getting brand-new sending units - they are relatively inexpensive and have a warranty.
It is located on the right side of the underhood fuse box. There is a panel that you can pull up underneath a metal brace. The cooling fan relays and fuses are located there.
Of course the electric fan will work.
