Depends on the particular car that 4 cylinder is installed in. Suffice to say, a 4 cylinder is normally installed in a smaller car than say a V8. That being the fact, the 4 cylinder car will almost always get better mileage than the larger engine due the fact it is pulling less weight.
A smaller car with 3 or 4 cylinders usually gets the best gas mileage. Also, hybrid cars tend to get better mileage on the city streets than regular cars because of their regenerative braking.

They have transmissions that are built tough and they support 4 wheels worth of drive train. This is again a drag on the system and heavy. People tend to put work tires on the vehicle not street tires. These don't support good gas mileage. Put all these together and the MPG is not so good compared to a car. But the trade off in what you can do with it and how much protection it provides is worth the trade. It all depends on what you do with the vehicle.

depends on what car and what engine, typically if your cruising on a freeway, you will be running at half RPM or at the most 3/4, but the lower RPM the better with that you get better gas mileage.
