've been having this issue in my o3 echo. From what I can gather it's anissue with 3 possible conditions:

1. the plastic engine shroud

2. spark plugs aren't torqued correctly and using ethenol gas

3. and the speed at which the engine cools down

I've noticed that my #1 always gets the most moisture when I'm changing plugs and it's toward the outside of the engine and where the opening from the shroud is for the oil filler. I've learned to grease up the plugs and boots really good and check at least once a year... when I foget the water gets high enough to short out the boot and that is an expensive item. The good newer boots don't have a seem that allows them to short out, but if you don't grease up the plug and boot opening... then water will seep up the plug on the inside of the boot. Good to check at least in the spring and fall...and if there is water... pout alchohol in there to help evaporate the water... and it won't hurt your cylindar head when you fire it back up like water will.
