All power or most power? When an engine's alternator (which is a generator for everything electrical on a vehicle) goes bad, the vehicle tends to run until the power in the battery runs out. During this process, all the electrical components (radio, lights, etc) start dimming due to the engines electrical system giving priority to the ignition system (spark plugs, ICM or Distributor, etc). (Side Note: the battery is only used to crank the engine, not to run it.)
Now if it loses all power, with the engine running, then I have no idea. There must be a major short and or quite a bit of fuses burned out.
If you ran it out of oil, you may have locked up the engine. It needs oil for lubrication. No oil...no engine.
You will still be able to steer the vehicle, but it's going to take lots of extra effort ... same is true of the brakes - more pressure is going to be required if you lose engine power.
well, the engine will stop running, so you will lose all your power steering and power brakes, and you could hit something. that could damage the engine. but the engine is NON interference, which means if the belt breaks, the valves dont hit the pistons.

your battery will not lose power due to your starter being bad. if you have attempted to start the engine and did this for a long period of time with out the engine or an out side source of power charging the battery, it will eventually lose power, due to working and not charging.
