The cooling system may be low on coolant, check the reservoir. Could also be a partially plugged heater core, try flushing it out.
A car heater taps off engine heat. If you aren't driving, then the engine is cold and there's no heat for the car heater to use.
Chemical reactions slow down in the cold. The electricity produced in a car battery is the result of chemical reactions between the sulfuric acid and the lead plates. Slow down those reactions and the battery is not able to produce its normal current.
because it needs to cool down if it gets too hot
faulty control valve on heater or air in the lines
Low coolant and a clogged heater core are possibilities.
You need to change your thermostat in the car.
yes it can, but dont really recommend it. if your car starts to over heat and the heater core not there you can not use the heater fan to help cool it down, also if you live in an area where it gets cold you wont have no heat.
