IC's which starts from 7 are most of them are digital ic's . not all the IC's starts with 7 for example LM380 audio IC CTC810 audio amplifier ic and lm317 voltage regulator ic ,NE555 timer ic, 4017 counter and so other. there are no fact behind them . 7400- nand 7402 -nor 7404-not 7408-and 7432-or 7486-exor 74266-ex-nor 74147 priority encoder.
The 4017 is a 5-stage divide-by-10 "Johnson counter" with 10 decoded outputs and a carry out bit. The 4000 series are CMOS devices. In TTL, the 74142 is also designed as a decade counter, which makes it functionally equivalent to the primary mission of the 4017. But it can't be called "equivalent" in any other respect, because of the usual wide array of differences in power requirements and input and output impedances between CMOS and TTL technology.
CD4017 is a CMOS decade counter. The only thing that can replace is another CD4017 because it uses a rather unusual high impedance high voltage (28 volts) technology. They are readilly available.
