A high pot test is a test of a wiring system for high potential (voltages). It's also called a megger test. This test verifies the integrity of a wire's insulation, and ensures that high voltages cannot escape through cracks in the insulation smaller than the human eye can see.

A high voltage test is applied to these conductors to make sure that the insulation factor of the wire has not been compromised. If the conductors do not pass the test, they have to be removed and new wire reinstalled.


Why were instrument of a transformer placed on a high voltage side in short circuit test?

I assume "tension" in this question should be replaced with "voltage". Short circuit tests are often performed from the lower voltage side of the transformer, since a lower voltage source is then required to perform the test. Often times the test lab may not have a source that can output a high enough voltage to perform from the high voltage winding.
