because it delays the input signal by some time interval before it appears on the output.

What is the use of buffer circuit?

One prominent application is this: Some circuits have an output impedance very high. If these circuits are coupled with another circuit of low input impedance, the desired functionality of the latter circuit will be drastically affected. Because the first circuit tries to deliver large voltage to the second and the second invariably requires small input voltage. To avoid the circuit disfunctionality, a buffer circuit (a circuit with high i/p impedance and a low o/p impedance) is used. Another application is in the delay matching. This is an advanced topic though. The technology is still new. In delay matching, the latter circuit requires a delay of say "n" seconds after the first circuit's output. A buffer circuit is used in such cases also. The circuit design is totally different than the impedance matching case.

What is the name of a circuit when one light is on and you press a button and a nouther light comes on then after a while it changes back?

I think you are talking about a timing circuit. More specifically, it would be an "off delay" timing circuit.

Why is a timer is used in an electrical circuit?

Timer relays are used in control circuitry. There are two main types, an (off delay) and an (on delay). If you want one device to turn off before the timer controlled device then you would use an off delay timer. If you want one device to turn on before the timer controlled device then you would use an on delay timer. When the timer is energized this starts the timer circuit in the relay to time out.

What is the main criterion for the design of digital circuits?

The main criterion for the design of digital circuits is to simplify your circuit so you don't get to use so many circuit elements there by improving upon the propagation delay of the circuit in effect.
