To meter is to measure. A voltmeter is so called because it measures volts.

An Italian scientist named Galvani was dissecting a dead frog, and noticed the muscles twitching each time he touched them with a metal scalpel. He reported this observation. Another Italian scientist named Volta read the report and started investigations which led him to the invention of the electric cell and electric battery. The volt is named in his honour. (Galvani is commemorated by galvanometer, galvanism and galvanise.)

So, a voltmeter is called that because an Italian got curious about what another Italian noticed.
