If they want to go out at any time, they should be perfectly fine, they can look after themselves, maybe make a curfew so you know they will be back safe. Have them call if any plans come up or change. Trust me, they know how to take care of themselves.

Generally speaking persons who are not of legal age of adulthood cannot enter into any contractual agreements without being emancipated. If your parents give your permission and help you get an apartment you can probably do so. There is so much confusion between calling an old seventeen year old a "runaway" or not. Law states that a seventeen year old can leave home, with/without parental consent. Any certain individual under the age of 17 is considered a bad runaway. But at the age of seventeen if considered missing. It isn't against the law to be missing unless the parent/legal guardian decides to press charges on the 17 year old and the othe family member. Most parents decide not to because it is a very long process that normally ends in the 17 year olds favor. However, the police can intervene. Depending on the officer, she/he can either bring you back home, take you to jail, or in most cases just come check up on you when you leave home.
