i studied childcare for 2 years at secondary school and I'm now doing a diploma in it and that term can be used in a variety of ways:

vulnerable in learning - they could easily fall behind

vulnerable mentally - they don't understand risks fully so may be more at risk for drugs and bad environments ect

or i they're parents are not capable ect
