White tigers are the result of a naturally occurring mutation of the gene that determines pigmentation.

As such they have ALWAYS been rare.

With fewer tigers overall they naturally become rarer.

But this also mean that they aren't considered a separate species - any more than humans with a particularly striking hair colour are considered a separate species - and since they aren't a specie, they can't be endangered.

Basically, as long as there are enough tigers, every now and then there'll be a white tiger.
