or you could open your second floor vents all the way, and crack the vents on your second floor. Works like using Balance dampers, but not as effective as having your system balanced properly.

The fuel does not matter, it would be more relevant to post if you are hot water or steam, that is where your problem lies. If steam try raising the boiler cutout pressure a little bit and if hot water look at the boiler pressure, does the pump work, is the coupling broken and do you have air in the system that needs to be bled?

First thing to check is if it's icing over. If so, low on fridgerent.
If your lips get dried or or chapped from the fan blowing on you or if the fan makes the area super cold then it could possibly trigger a cold sore.
