Hi: would love to help, but your question leaves more questions than answers. I simply do not have enough to go on here to help as much as I would like to. You are only as good as your information & I'm afrain you tell me very little. Assumptious guidance is bad business.

Tell me more about your system/systems, and how they are arrainged in your house to work for you and all you can about the house to.

Thanks: Jimiwane

or you could open your second floor vents all the way, and crack the vents on your second floor. Works like using Balance dampers, but not as effective as having your system balanced properly.

Should cold air returns be near the ceiling or on the floor?

Floors in heating season, ceilings in Air Conditioning season

Radiators are cold on second floor source of heat is a oil fired boiler?

The fuel does not matter, it would be more relevant to post if you are hot water or steam, that is where your problem lies. If steam try raising the boiler cutout pressure a little bit and if hot water look at the boiler pressure, does the pump work, is the coupling broken and do you have air in the system that needs to be bled?

What is underfloor insulation?

Underfloor Insulation is an insulation system to stop the cold air beneath your floor and spreading through the floorboards making your home cold and uncomfortable. A timber floor is just on average around 19mm thick, this combined with possible air leakage, create a heat sink beneath your home, drawing the heat out from below.Good underfloor insulation can make a big difference to how comfortable your home is, and to the size of your energy bills. In homes with accessible underfloor spaces, it’s relatively cheap and easy to do.

Which way should the floor vents face?

Floor vents should generally face towards the center of the room to promote even air distribution and improve overall comfort. This orientation allows the warm or cool air to circulate effectively, preventing hot or cold spots. Additionally, ensuring that the vents are not obstructed by furniture or other objects can further enhance airflow and efficiency.

Why air conditioner are never installed near the floor of the room?

Air conditioners are typically not installed near the floor because cold air is denser and tends to sink, which can lead to inefficient cooling and uneven temperature distribution in the room. Installing the unit higher up allows the cool air to circulate more effectively throughout the space as it mixes with the warmer air above. Additionally, positioning the unit higher helps to avoid potential damage from moisture, dust, and debris that can accumulate near the floor.

How do you get more cold air to 2nd floor?

You can improve airflow to the second floor by adjusting your HVAC system's dampers to send more cold air upstairs, ensuring there are no blockages in the vents, using fans to help circulate air, and sealing any leaks or gaps in the ductwork. Adding insulation to the second floor can also help retain cool air.
