expansion of the pipes due to high temp. if not installed correctly the results will be damaging and in some cases fatal
If the basement has ventilation to outside, the answer is yes. Heat loss from the pipes will escape outside the house. If the basement is closed to the outside then no, the pipes need not be insulated. Any heat lost from the pipes will provide some heating to the basement that will rise into the house.
Its not bad as long as they are not leaking. Unfortunately polybutylene pipes have the best chance to start leaking at some point and it can be costly to repair.
Examples of pipes include PVC (polyvinyl chloride) pipes commonly used for plumbing and drainage, copper pipes often used in water supply lines, and steel pipes used in construction and industrial applications. Additionally, there are flexible rubber pipes for garden hoses and metal pipes for gas lines. Each type of pipe serves specific purposes based on its material properties and intended use.
The crusty stuff inside some pipes is often mineral buildup, primarily composed of calcium, magnesium, and other minerals that precipitate out of hard water. This accumulation can create scale, which can restrict water flow and reduce the efficiency of plumbing systems. In some cases, it may also include rust or corrosion products from the pipe material itself. Regular maintenance and water softening can help minimize this buildup.

Re-wash it and don't let it air dry, instead dry it in the dryer. Make sure it is inside out. It may accumulate some wash wear if you consistently wash and dry it all the way, but it should not have a crusty feel. I always wash my sweatsuits in this way.
