if it is a three phase motor it can be run an the single phase mains but it woild require a hand start in either direction, if you put a capacitor on line two and three and the live and neutral on line one and two then it should work

This is done under blocker rotor test of induction motor in which the rotor of the motor is stopped by some external mechanical means and the supply is increased slowly from the autotrasformer until the rated motor current is reached and the V , I ,W readings are taken .
