7.48 Gal (1 CU FT) = 1 FU Or 1 GPM of pumped drainage = 1 FU

The above equation that was submitted makes no sense whatsoever. Conversion of Fixture Units to gpm is non-linear; gpm per FU decreases as the total number of FU increases. I am a civil engineer, not mechanical engineer, but I know there are resources available either through International or local building codes that guide the designer.

Does the Ontario plumbing code require install of an anti-scald device for domestic hot water?

Yes. If you change any fixture or hot water tank you must install a valve that limits the hot water delivery at the new fixture to 48C. If you change the hot water tank you must either put a valve on all fixtures except the diswasher and clothes washer or add a mixing vavle on the output of the tank.

What causes your hot water line to spit and make a sound for a while when you first turn on the hot water?

there are many possibilities. If you had your hot water heater replaced or fixed a water line then it could be air inside your water pipes and should go away after a while. you could have air still inside your water heater tank and when you first run hot water out of a fixture it could from flow bleed into your hot water pipe. If you think it isn't caused by air then your fixture can be the problem either your valve seal is loose or your aerator is bad. If you can find out either its air or water then it would easier to trouble shoot.

How do you wire the last fixture in a parallel circuit?

That depends on how far away is the fixture requiring hot water as a tankless has no return circulation thus your using a lot of water that cools on longer runs. It also would depend on the fixture units required ( GPM max and min flow)

Because the installer did not take the correct fixture units and supply pressure and friction losses into account when doing the installation. This is very common with so called plumbers who never had any formal training
