Many older windows had thick glass which was pretty heavy and the wood-on-wood fit tended to stick. This combination made them hard to open and close. This problem was solved by hanging a counterweight inside the window frame and attaching it to the window by means of a rope, routed over a pulley. This had the effect of making the window seem lighter and certainly easier to manipulate.
