If you are referring to a well pressure tank, this is how -
It should have an 'air charge' of approximately 27-28 psi. If this air charge has gone down, then your water pressure will be lower. If this tank is very old, possibly silver or green in color, then it's a "galv tank' and is possibly 'waterlogged'. This means you have to recharge the air with a compressor (just like blowing up an auto tire) To do this,switch off the pump. Open a faucet near the tank and let most of the water out. When you think it's nearly empty, close the valve to house and pump in with the compressor till the needle on your tank gauge points to 27. Now switch on the pump and the pressure should be improved. -IF your tank is a pale blue one, then chances are it's a 'bladder' tank and low pressure means your bladder is leaking. -You can pump it just as I said already, but in this case it will only last 2-3 months. You basically need a new tank.
If your all on a well, you already have a Pump and a Pressure Tank. If you can't get that Pump to make 60 psi, there is something wrong with it and it will need a Serviceman to diagnose the problem. I suggest a Well Driller or Pump expert.

This is done at the pressure tank. First drain the tank with pump off, then check air pressure at the tank top nipple. It should be above 26 psi. If not this is your problem. You may need a new tank or it it's a 'galvanised ' tank , a new air charge. You may also need the pressure switch adjusted, or even a new one. -Call a well technician for an expert opinion and repair.This is done at the pressure tank. There are many cause of this, but the primary reasons are in the pressure tank. The tank MUST have residual air pressure of around 27 psi to drive the water system. To analyse further I need to know what kind of tank you have and what air pressure is in it when the water ceases to flow. I need to know what pressure your pump starts and if the tank feels heavy (full of water) when the pressure is low.

The pressure in the tank will vary from your cutin pressure to your cutout pressure. If you increased the pressure in the system, your air-charge will now be wrong. A good rule of thumb is cutin - 2 psi.
Physical size of a tank is irrelevant to it's pressure rating.
