There is no best actually, but usually a chain and a master lock does quite well given you lock it up tight enough, if you can't get a chain and a lock or dont want that, then get a horse shoe/U shape lock, or any bicycle lock for that matter. Rule of thumb, if someone really wants it, they'll get it.
