By installing the varialble resistor in the circuit, the constant dc voltage would change .
Dc chopper is a static device which converts constant dc source to variable dc.
Converter is AC to DC. Inverter is DC to AC
Connect a variable resistance across DC source (fixed ends of variable resistor or Rheostat) and take decreased DC output across its one fixed terminal and other variable terminal of variable resistor. Other method is connect variable resistor in series with DC output and load, vary the resistance and take decreased DC voltage as required.
AC voltage with no DC offset will change both it's voltage level (constant change, hence AC) and polarity (ie direction) every 1/2 cycle when it crosses zero.
It is smoothing
No, the current has to change for a voltage to be induced in the transformer.

In DC or direct current, the flux is constant. AC or alternating current is variable.

Power supply providing constant D.C. output voltages from variable A.C. input voltagesThe novel power supply for generating a constant d.c. voltage from a variable a.c. voltage supply line, includes a plurality of switch circuits (10, 12) which monitor voltage levels on respective secondary windings (L,M,H) of a power transformer and as voltage levels change, one of the plurality of switch circuits is selected to charge a capacitor (C1) which provides a range of d.c. voltages which are processed to provide the constant d.c. voltage.

To change the voltage.
chopper use a ststeing perpose..... dc means direct current that is low voltage
I Can Not answer. It is my question.

Batteries produce DC because the potential difference is determined by the chemical reaction inside the battery. This voltage is constant.
